Global Mail Settings page being blank

Hello, 

after update to 7.0.10 I cannot access Global Mail Settings, all i can see is menus and no settings (screen bellow). Anyone experienced such thing? Browser shows this error msg:Cannot read property 'GlobalMailSettings' of undefined
