Global Configuration -> Timezone dropdown shows incorrect time difference for Minsk/Moscow

Hi

on JIRA 5.0, 5.2, 5.2.2 I am experiencing incorrect time difference GMT +x for some European cities on some servers.

I have set up a local JIRA on my machine and in General Config it shows Minsk as GMT+2, Moscow GMT+3 when it should be Minsk GMT+3, Moscow GMT+4. I have updated java on my machine to get the latest TZ database changes. Both cities have no DST changes for years 2012 or 2013. On another JIRA server this is correct, same JIRA version, same java version.

Switching to these TZ on the operating system works correctly (Minsk GMT+3).

But then I get the message in JIRA:

Your computer's time zone does not appear to match your user setting of (GMT+02:00) Minsk.

What could possibly explain this?
