You can use our add-on ( https://marketplace.atlassian.com/plugins/com.wittified.jira.project-creator) to let non-admin's create projects. We tried to combine the best of both world's - you can use your expertise as an admin to come up with a standard set of "templates" that suits your organization and then delegate the actual project creation to a set of "power users". You cannot let users create projects unless they are JIRA admins. Recommendation would be to grant the admin rights only to a handful of people as they will be able to do pretty much everything in JIRA.
