Is it best practice to give non admin's access to create projects?

You can use our add-on ( https://marketplace.atlassian.com/plugins/com.wittified.jira.project-creator) to let non-admin's create projects. We tried to combine the best of both world's - you can use your expertise as an admin to come up with a standard set of "templates" that suits your organization and then delegate the actual project creation to a set of "power users". How to create a self service create project page if you also are a Confluence user. Otherwise, you could do some scripting to provide some command line support using JCLI and similar techniques.

You cannot let users create projects unless they are JIRA admins. Recommendation would be to grant the admin rights only to a handful of people as they will be able to do pretty much everything in JIRA.
