i have a specific project - where i would like to give an internal group the possibilty to share the comments only with their group.
Currently this group also comment with "Viewable by All Users " - as admin im able to share it with specific groups. How and where do i give the rights to this group to be able to also restrict their comments on their own.

Check under JIRA Settings > System > General Configuration for "Comment visibility" make sure it's set to "Groups & Project Roles" and not "Project Roles only"

Restrictions on the visibility of comments depends on the type of project being used / viewed.
If you're using a JIRA Core / JIRA Software project type then you should see a padlock symbol at the bottom right hand side of the comment field. When you click it, you should then see a list of groups/roles that you can restrict the comment to.
Your administrator can choose to make the options either project roles, or project roles and groups.
