For 2+ years, we've been using the "create release notes" feature of Jira's Releases section. When we make a release, we click the button and then search for our confluence page "Releases". Jira then put the release notes as a page under Releases. We do periodic maintenance -- archiving ones more than 3 months back -- but haven't otherwise changed the structure etc.
PROBLEM: now Releases page is not offered in Jira when we select publish. Typing it in doesn't help.
