Get issues by Workflow transitions and the user who performed the transition

Is it possible to create a Oracle Database View to capture relavant Issue information for a Specific project Along with its specific Workflow Transitions and who performed the specific Workflow transitions

No, because the transitions are not logged.

The change of status is logged, but it's going to be an ugly and unweildy query to report on.  Look in changeitem and changegroup for the basic information.
