For one of our project We have Product Owners who need to work in the backlog to prioritize and rank their items. Currently if an item is a user story, they are not able to move that up and down in ranking within the backlog. They receive a message that they are not able to edit.

Is there another way around this besides giving them access to edit user stories

You will need to check the permission scheme to see what roles or groups have the prioritisation permissions, then add your product owners to the most  appropriate role for them.

There is nothing to "work around".

You need to give your product owners the permissions they need to do their jobs.
