I'm trying to figure out if I can get Fisheye to populate a custom field in JIRA.
Specifically a Perforce changelist number.
I've been doing some research and there may be a way to have a JIRA field use the Fisheye REST API... but I don't know where to start on creating such a Custom field.

Unfortunately that's currently impossible.
What is possible from FishEye side, by using Smart Commits, is:
Transition JIRA issues to another workflow state
Add comments on JIRA issues
Log work time
Maybe you can develop a plugin that allows you to populate a custom field in JIRA, or get in touch with one of the Atlassian Experts that can develop a plugin for you.
