Fire a Webhook at a specified time

Is there a way to schedule a web hook to fire at a certain time? For example, every day at midnight for issues that meet a certain criteria.

The atuomation functionality doesn't have an action to call a web hook. But it can do a workflow transition, which in turn can call a web hook. Maybe you can take advantage of that? You will probably need transitions that doesn't change the state but only calls the web hook in the post function.
