Field Configuration - "Required" not applying

I'm setting up Field Configurations for each of our issue types. I've set the Priority field as Required on 2 issue types. It appears as required on one, but not the other. Any suggestions as why this is happening?

I've only ever managed to do that by getting the schemes wrong. Check the configuration very very carefully. List them out here if you're sure you've got them right!
