Failing to import project from other jira project using the same version

Both Jira instances are running 6.1#6144, but when I attempt to import a project I receive the following error

This data appears to be from an older version of JIRA. Please upgrade the data and try again. The current version of JIRA is at build number '6144', but the supplied backup file was for build number '6106'.

i've looked in the xml file and it even says that the Build is 6.1#6144

Please close this question, I realized I was putting the xml file in import/attachments instead of import which had the other JIRA build.

I just imported the whole jira into our test environment

If you create a new backup from the source and try to import it again in the target instance, does the same problem occurs?

Yes.

I've even exported the backup for our test environment and attempted to import a project back into the test environment and it's still telling me the version is not correct. Should I file a ticket?
