Error while trying to run atlas-create-jira-plugin

I have installed the Atlassian SDK version 4.2.1 on a Windows XP system.
Manually added the ATLAS_HOME environment variable as well as the location of bin folder to the Path variable.
When I run the atlas-create-jira-plugin command it results in Build Error with the following message.

[INFO] Internal error in the plugin manager executing goal 'com.atlassian.maven.
plugins:maven-jira-plugin:4.2.1:create': Unable to find the mojo 'create' (or on
e of its required components) in the plugin 'com.atlassian.maven.plugins:maven-j

Please let me know what causes this error and how to resolve it.

some problem is there in jira sdk 4.2.1, check the following post
