We are getting this error when trying to create an issue the service desk.

What does that mean? Where can I start to troubleshoot?
You've got a Jjupin script (written in SIL) attached to the create transtion in the workflow - look under post-functions first, as it's most likely to be there

It means you have a broken Jjupin script. I can't tell you any more than that - you've not told us what the script is or where it is. You need to find it and remove it.
