Error MSG -can not create child issue under Epic task/story/sub-task

My Permissions have not been altered

I have created in the past tasks/stories/sub-tasks under an EPIC 

Please help

I am still unable to resolve this. PLEASE do you have Any suggestions?

it has been going on for 2-3 years - the error message is not assisting with understanding what is wrong, in software with such messages that don't help usually they are amended to support the user
