Sorry, we are running:

(v5.1.8#787-sha1:823790c)

And I see it:

Accept remote API calls ON

How can I test this, please?

You can create a SOAP client and run some test on it. This link could help:

JIRA 5.3 ? I have not came across JIRA 5.3 before.

Usually in the General Configuration, look for Accept Remote API calls
