I am trying to have emails sent out to all users for a project when an update occurs. I have changed the notification scheme to include all users, but the system still doesn't seem to send out notifications. How can we fix this?

I think we may better help you here if you could raise a support ticket at support.atlassian.com. Please include your JIRA instance information and the project(s) in which you aren't receiving notifications. This way we can look directly at the instance and verify your notifications are properly setup and debug them if they are configured correctly.
