Email to Jira Not Sending Notifications

We are trying to set up email to Jira for our companies support system. We have been sending in some tests and noticed something strange. Jira users who submit an email do not receive any notifications of the case being created or closed. If they submit from a private email they do recieve the notifications. We have it set up so user records are created when a non user sends in a message. I am at a loss for why this is happening. We have notifications turned on for Reporters.

Hi Jessica,

My first idea is that maybe the users that create issues or do changes and are not notified have the setting enabled: "Not Notify My Changes" in their profile.
