I cannot seem to find a way for a user or administrator to edit billed hours on something after the log has been submitted. The only solution I can see is to delete the previous log and completely re-enter the billed time in that log.
You can go to Timesheets > Report view, and then edit the billed hours for the specific work log. You can also open a specific issue and from there open the report view of the work log and edit the hours.
(If the timesheet period has been submitted and then approved by a reviewer you will need to reopen the timesheet period for editing).
