Is it possible to configure the "Edit" permission by issue type? We have an issue type that only certain Project Roles should be able to create/edit, but we don't want to prevent users from creating the other issue types. Can I configure this in default JIRA?

If this isn't configurable in JIRA, are there any plugins out there that might allow us to do this?

No, Create and Edit permissions are done at a project level.

You can play some tricks with some plugins, such as behaviours and some (hard to maintain and not always reliable) javascript to try to remove some of the options, but generally, the answer is "no"

The easiest and most reliable answer is to put them in different projects.
