I am creating new accounts on jira server (on-premises) and even if I tick the "Send notification email" option the e-mail is not sent - there is nothing in the e-mail logs. E-mail configuration is working because if I send a test e-mail (System -> Outgoing Mail -> Send a Test Email") it does work.
Any hint why is that ?
Please go to Administration -> System -> Logging and Profiling.
Then enable debugging at the "Outgoing Mail" section. Any entries? Which entries will appear when you send a test mail?
