Don't see development panel on issue page

I connected GitHub account to JIRA, but I don't see the development panel on the issue page in my JIRA project that allows me to create a branch, etc.  My JIRA project is a software project so it should allow me to link dev tools, and I have linked my GitHub account already.  I also have the priviledge to use dev tools.  What's wrong?

Per https://confluence.atlassian.com/adminjiracloud/integrating-with-development-tools-776636216.html it looks like you can't create branches from within JIRA for Github, only for Bitbucket. Scroll down to the chart to see what you should expect to work.
