Don't add someone as watcher when they assign to someone else

Hi Akhil,

Usually, when someone makes a modification to the ticket, they are added as a watcher and to disable the user can go to their profiles and disable the option "Autowatch".
Also, you can disable this option to all users on the instance by going to JIRA Administration > System > User Interface > Default User Preferences.
