Does voting for an issue make that issue a higher priority?

If I vote for an issue in Jira and recruit others to vote for the same issue, does that move the priority of that issue up in the list of priorites?

This is also well worth a read, along with its links. There's a link to a blog by an Atlassian too, which explains how they try to take account of votes when they're prioritising stuff. Getting a little old, but I think it's all still valid, and mostly still accurate.
