Does this apply to JIRA Service Desk Cloud?

This question is in reference to Atlassian Documentation: HowTo: Reopen an issue when a User comments

Its not clear to me to which version and Release (Server / Cloud) this article refers.

I need this feature in JIRA SD Cloud.

In JIRA Service Desk Cloud you have built-in automation rules to do this. Check in your Project Settings->Automation. Create a new rule and choose the appropriate rule.
