Does our 500 users license allow for multiple instances of JIRA?

We have an internal only JIRA instance for our software developement, Release Management, SCM, and QA teams. We would like to expose a JIRA instance to our customers to capture their requests. I understand that I could use security schemes to allow external customers access to only what they should see. However, we would prefer to have a separate JIRA instance for capturing customer service requests. Is this allowed as long as we don't exceed our jira-users max covered by our license?

No. One license = one server.

Atlassian are looking at site licensing as part of the "enterprise" stuff they want to do, and that might allow it in the future, but for now, if you've got 2 installs, you'll need 2 licenses.

License is per instance of JIRA and it counts only users in that instance. You cannot have a single 500 user license for 2 instance even if the total count doesn't exceed 500.
