If my notification scheme is configured to provide notification to a large audience (say "All Users"), when I enter a comment and apply viewing restrictions by selecting a specific role from the "Viewable By ..." pull down, will users outside that role still receive an email notification that the comment was submitted?

Most likely they will not. Even if they would, they wouldn't be able to read the comments which has been added if it is restricted to a specific group/users.
