Does a JIRA database restore from backup wipe and replace?

Basically, I want to know if I do a db backup and restore from my production env to my development env, do I need to wipe the database myself first or does the JIRA db restore handle it?

Another way of asking would be, if I had 1k issues in my database and I restore from (xml) backup when the system only had 100 issues, would I have 100 issues or 1k issues?

Restoring a backup in full from XML will scrub all the tables in your database - it's "starting again".
