I just changed outgoing email from diabled to enabled. I entered a test issue but received no notifications. Does Jira need to be restarted for this setting to take?
You don't need to restart JIRA, it's probably a problem in the configuration.
Try to enable the email debug in your instance and, after replicate the problem, check the error message in your log file. If possible, paste it here.
