Does Jira cloud support .net SSO?

No.

Sorry that's such a short answer, but there's not a lot to add.  Cloud has its own list of users, internally handled and the only SSO-like option is to use Google accounts.

There are solutions for .net SSO support using the JIRA server versions, as an alternative George, if interested.
