Do you have to be a licensed user in Jira Service Desk in order to be an approver

I'm setting up an approval workflow for an internal departmental process.  However I started to think of those cases were we would need to seek approval outside of our group.  This would mean that there are managers in our company that are considered customers with restricted access in JIRA.
