Do we have to roll out the useTFS client on all developer machines?

What is the useTFS client doing? Do we need it for all developer machines?

I understand that the admin or superuser have it locally to change the configs and stuff. But, if you are not going to start using the changeset mechanism that comes with it, do you really have to deploy it on every machine?

It's optional.

The main purpose of rollout to all developers is to have GUI for associating changesets with JIRA issues when doing check-in. It can still be done manually by just mentioning JIRA issue key in changeset comment.
