Do users without access to Jira (Application Access disabled) counts towards the license?

Hi.

 

I migrated from Sever to Cloud. In the server instance, we created users to serve as default assignee and project leads.

Moving to the cloud, I don't want these dummy users to count towards the license.

What constitutes a paid user?

Does disable of Application Access for a user, but NOT deactivating it, still counts towards the license?

Hello,

If a user does not have an application access, then this user does not take a license.
