The second url you link to is nothing to do with customers, it's about JIRA only. Customers is a concept that only applies to Service Desk.

Thanks for the quick answer. So if I were to hook JIRA up to my Google Apps ( https://confluence.atlassian.com/cloud/setting-up-google-apps-for-your-site-690849669.html ), if users were to log into Service Desk only they would not be counted against the license limit?

Correct. The users who count are the ones who fall into the "can log in" group(s) - usually "jira users"

Awesome, just set it up with a default access level of None, logged in with a user and it looks like that user is only able to access service desk with no license penalty. Thanks!
