Disable self-notification for all users

Is there a way to disable the self-notification option for all users? I found this JIRA-Task, but the only thing I can see is that there has been a new default-value for this option, but I'd like to do this for all currently registered users.

Has there been any implementation in JIRA to do this?

I don't know of an implementation inside Jira. We did this with an SQL update inside the Jira database. Before doing that, I would consult with Atlassian support though. If you get their blessing for the SQL approach, I think this is a valid thing to do.
