Different E-Mail Description between assignee and watchers

Is there a way to change the E-Mail description between assignee and watchers?

For example the assignee get the E-Mail notification like: (Test-123) issue updated "Test issue"

For the watchers should stand there: (Test-123) CC: issue updated "Test issue"

No, you'd have to hack core code to do that.  I'm not sure it's a good idea either, as your users would be questioning the different information in the mails if they talk to eath other.
