Absolutely. You can do almost anything with add-ons for Jira.
Lots of people have already, although you'll find most of the stuff on the marketplace is for issues, rather than users (it sounds like you want to export user data?)

You're right. I want to develop a plugin to export data from a issue: A plugin where you can put the key of an issue (for example) and get the time that has been active (in progress) and in the others states. These data, I want to export them to a file (txt, pdf...).
I have searched on the Internet but I don't find anything similar to this.

I have developed this plugin https://developer.atlassian.com/jiradev/jira-platform/guides/issues/tutorial-adding-content-to-the-jira-view-issue-page to have a web panel. I can run it in http://localhost:2990/, but I have errors if I add it to my Jira (localhost:8080) "This add-on couldn't be loaded. It has one or more errors that prevent it from being enabled."
I can achieve my objective (It's possible to develop a plugin to export Jira data (something of the adtive directory for example) to a file like .txt or .pdf?), with this plugin?
