Deleted user profile gets back

Hi, 

After hours working to resolve permission problem I decided to eliminate the trouble. I deleted the user.

After deleting the user I inserted a new one using same username and e-mail as before. The system gets back the user profile and it's problems. Is it normal? How to resolve it?

Do you have Google signin enabled? Other than that maybe you should deactivate the user instead of deleting them.
