Is there a way to delete a particular "SVN Commit" comment. There don't seem to be treated as true comments because under my Jira admin account, I cannot delete them. How can I delete an entire particular "SVN Commit" comment?

your SVN-Admin can edit an SVN-Commit-Comment within SVN. You can't remove this in Jira.

So currently in Jira, my repository root is defined as https://svn:18080/svn/XXXX. Is this the actual svn root directory or just a parent directory? I only want the svn commit information populated in Jira when a commit is made to https://svn:18080/svn/XXXX/branches/releases
So in Jira, can I defined the repository root as https://svn:18080/svn/XXXX/branches/releases?

I'm not sure, if you can enter a path within a SVN Repository as your Repository root. Maybe give it a try in a test environment ?
