Default page size - how to modify

The default page size in a user profile (on JIRA) allows to specify how many issues are displayed on a single page in the issue navigator.

For some reason, this default page size (used when a new user is added) is set to 999 (while the documentation says it should be 50).

We have been looking around (suspecting jira-properties) but didn't find the correct setting.

Does someone know which setting should be used ?

In JIRA 6.4 you can set the default page size under 

Administration => System => Default User Preferences.

What is the setting under Administration > User Management > User Preferences?
