Can someone let me know if there are any differences between the default groups in JIRA?
For example:
jira-administrators vs administrators vs site-admins.
I am running a JIRA cloud instance and wonder if there is a way that I can provide a brand new user the access to create a project without giving them admin access to the site and without associating them to an existing project.

I'm afraid not. Atlassian are looking at delegating admin rights, but at the moment, only admins can create projects.
