Is there a way to have all pages of Confluence collapsed by default?

Are you referring to the left hand navigation? If so, what theme is your org using? Are you using the default theme, the documentation theme, or something custom? Also, what version of Confluence are you on?

By default all of the pages are collapsed in the left hand navigation in the default and documentation themes and they expand when you click on one of the pages or the expand handle.
