Customized email notification from JIRA

Please confirm whether from JIRA, customized email can be generated based on provided mail text & fields.

Idea is say from 15 fields of JIRA , a customized mail will be generated with standard mail content for fields which we have edited

If we configuring this; is it affected all projects globally? We need to configure this for a specific project. Also we need this configuration for all transitions. Can we configure the same ? If so then how can we configure this for a specific project? Also please note most of the field is custom fields

Yes, it's global, affects all emails.

However, it's code, and it does if/then, so you can do things like "if project in <list> then content is X, else content is Y"

The other option is to do it on transitions. If you set up your workflows to fire different events on transition, then you can use different templates for the different events.
