Yes, but you need to unpick the default permission scheme.
The default scheme uses a single group (Jira users) to say "can log in" AND "can do stuff in project". You'll need to stop doing that, and have just a group that says "can log in", and nothing else. Change all your permission schemes and roles so that the group is no longer used in them at all, except for projects where you want to give your customer logins "browse project" permission.

You could also open up anonymous access, which won't take a licence up, but will expose the entire project to the world
