Custom user access levels

We are looking for a way to allow a particular user group (Developer) to be able to enter and edit one issue type (Design Spec) but restrict the same group from creating or editing any other issue type (within JIRA)

There's no good, out of the box way to restrict the creation of specific types. The best way is to allocate them to separate projects and to use the permission scheme to limit create permission to that project.
