Custom notification scheme

One of our customer asked about this feature:

"All issues of one type, with specific fix version, should be resolved until the end of the quarter, OR moved to the next quarter.
SO I want that assignee will be notified in an automatic way that the issue is in opened state. Can such feature be set up?"
Important thing: they're using 'Fix version/s' field with the quarter value. The value is a simple query in JQL.

Could you help me to know, is this feature can be implemented (using groovy or scriptrunner)?

If not, what would be the best solution/option for such requests?

If you somehow find this question, here's the answer from my side:

Scriptrunner has one feature to implement it and it's Jobs. You can create a new Job using one of two options - Escalation service or Custom scheduled job (the first one is for my case).
