Custom field for user stories

I'd like to create a custom field for our user story creation. It could look something like the section highlighted in the red box below.

Essentially, the software solution I'm working on is made up of a number of different components. It would be good to be able to highlight which components require modification for each user story.

Anyone have any ideas how I can achieve below?

You will need to write a plugin to provide two modules - one for the field (which is a multi select field with a different display template) and secondly a Web panel to display the field outside the standard area for custom fields
