Custom Field showing compounding descriptions

When an issue contains the custom field "Production Manager", there is a description "Start typing to get a list of names" that comes along for the ride.  

I checked "Production Manager" in Custom Fields, there is nothing in the description.  When I add text to description field here, it shows up below the other description.  Somehow, it's applying two descriptions.

Turns out this is realted to the "User Picker" custom field type.  
It can't be removed.
