Creating issue reporters for use in issue collectors

How do I create a user that can be used as an issue reporter? When I attempt to add an issue reporter for a new issue collector jira does not allow me to find any of my current jira users. What steps are needed to be able to enable a user to be an issue reporter in an issue collector.

Jira 5.2 download version.

Only users with "Create Issue" permissions for the project you are adding issues to can be added as a reporter. (See https://confluence.atlassian.com/display/JIRA/Managing+Project+Permissions for assistance)
