Create a project permission

Hey,

I want to prevent users from creating projects in JIRA, so I remove them from 'administrators' group, but they still able to open projects....what should I do?

They must be getting the permission another way. Look to see if any other group is set to have the global permisison of jira administrator. I believe there is also at least one plugin that allows users to create projects, but not do other admin functions. Look to see what plugins are installed.

Jira or system administrators can create projects - it has to be one of those two, or an add-on
