When I created a brand new plan and used the default pre-created teams, I noticed teams were only assigned to an issue if it was already to a sprint. Is this expected behavior? I thought it was strange only certain issues were assigned to teams. I used a one to one mapping of board to team so thought every issue would be populated with the team.
Teams are also suggested when issues have estimates (story points or remaining hours/days) applied to them. Do your issues in question have estimates? If not, no team will be suggested. This is a Portfolio calculated suggestion, which is indicated by the light blue background behind the text. If you explicitly designate a team to work on an issue, the background behind the Team will be white.
